Abstract:

This is a project for the transition of Professional and Vocational Education (PVE) programmes to an online format and to develop some course re-engineering to enhance pathways and linkages across PVE programmes as well as build participation. In addition the project enabled closer linkages with the Centre for Lifelong Learning Research and Development. The project encompassed the BEd(PVE), PGDE(PVE) and MEd(PVE). These were relatively new programmes with a need to build student numbers. The project used alternative approaches that involved: 

Flexible delivery option using online learning.
Flexible entry and accreditation of professional experience.
A partnership approach with VET/PVE and industry providers.
Project based learning with strong links to the workplace.

The outcomes were: 

Conducted staff tutoring on online delivery, 5 seminars and staff development sessions conducted
Developed online web portal at http://wwwhied.edu.hk/pve with learning resources ‧ 30% of PVE subject in online or partial online mode. 
Conducted Training of staff to utilize Blackboard as well as other tools for online learning

Impact:

This project confronted much of the concern about online learning:

Fear of academic using new technology.
Perception that online learning was inferior and would not meet the needs of students.
Concern over increased workload from the preparation of subjects.
Perceptions that online learning was only utilizing the Blackboard platform

 
Online learning and blended learning required a shift in mindset which values

 Project and problem based learning
Autonomous student directed learning.
 A shift form concern delivery to assessment and monitoring the quality of student learning.

 
The project enjoyed good support and co-operation from Centre for Learning, Teaching and Technology (LTTC), ITS and HKIEd library as well as generally amongst lecturing staff in PVE. However many of these issues featured as concerns that were addressed by the project them through 

 seminars and regular consultations
The presence of project officer with expertise to act as a consultant to staff was important in overcoming some of these anxieties about utilizing new technologies of learning.

 
The project found many of the HKIEd systems and procedures do not account for online learning e.g. policies on class participation.
Overall the project fulfilled many of its aims however there was a need to consolidate this progress made in such a short time span.
