Abstract:
Despite the promise of web-based instruction, universities in Hong Kong have been slow to utilize available technology to produce quality courses (Lee & Chan, 2008), meet the changing learning needs of students, successfully engage a large number of teachers in innovative new web learning technologies, tap emerging and nontraditional local and regional student markets, and increase their visibility in the Region. This presents a gap in the instructional landscape, one brimming with potential for institutions wanting to break with a continued reliance on past learning paradigms, and establish a presence through high quality online courses (Rovai & Downey, 2010).
This project focuses on the development and dissemination of cutting edge closed and open source web-based, student-centered learning materials accessible from a range of static and portable devices. These modes of delivery and learning, such as podcasts and wikis, are relatively nascent and in need of further research into how they can be leveraged in the interest of student learning (Heilesen, 2010; Hulsmann, 2009; Kear et al., 2010). Building on knowledge collected during the development of an initial set of web-based courses for the IEMA program, this project aims to extend HKIEd’s foray into online learning through the design of innovative online instructional resources using a range of pedagogies carefully integrated with social networking tools (c.f. Ally, 2009; Amhag & Jakobsson, 2009; Benson & Samarawickrema, 2009; Lonn & Teasley, 2009; Sayed, 2010)

Result:
The original proposal outlined 9 intended outcomes, most of which have been completed.
1. A user-friendly template for designing and implementing either fully or partly web-based courses for use across the institute.
2. A comprehensive library of categorized and organized lessons (content) and pedagogical strategies which can be combined in different ways for different learning venues and purposes.
3. At least thirty faculty members trained in the use of online web learning technologies.
4. The development of four curriculum units in Educational Leadership and Change use new techniques and social networking tools.
5. A series of open-source talks/lectures/lessons loaded and disseminated on the web (in English).
6. Four workshops through which staff from throughout the Institute will be able to design and pilot innovative web-based learning and teaching in courses they are actually involved in.
7. Development of new curriculum units/lessons by faculty members participating in the workshop series (number not specified).
8. Journal articles, in Chinese and English, analyzing the development of high quality web-based courses incorporating socially networked learning methods; the construction of a ‘pick and re-pack” digital library with wide-ranging utility for building a range of courses of different genres.
9. Exposure of quality HKIEd programs regionally and internationally.
Impact:
1. To establish HKIEd firmly as the local and regional leader in innovative web-based and electronically portable learning in the area of educational leadership and beyond.
2. To design and disseminate a high quality, user friendly, tested template for the development of web-based courses.
3. To establish the first ‘open source’ presence for HKIEd through our work in leadership development, educational leadership and change and in associated areas.
4. To broaden faculty awareness and capacity about ways technology and social networking tools can be used to design innovative new courses and/or enrich existing courses.
5. To complete the construction of the Institute’s first fully web-based course to a regionally/internationally recognized level wherein it can be used as a model for other HKIEd courses.
6. To increase faculty capacity for utilizing web-based technologies for existing and future award and non-award courses (across programs and levels).
7. To broaden the instructional repertoire of faculty members within the Outcomes Based Learning framework and to help cater for the upcoming double-cohort.
8. To sharpen the thinking of faculty about how to assess web-based learning outcomes across pedagogical approaches for both award-bearing and professional development programs.
9. To further develop new curriculum and social networking materials/tools for use in the Masters, Executive Master and Ed.D. programmes in Educational Leadership and Policy, as well as in other specializations.
10. To apply the latest tools and software to allow web-based teaching materials to used on a range of portable devices.
